The savaging of a young girl on her bike by two rottweilers is a terrifying reminder that big, powerful dogs are a danger to the public.There can't be a parent in Britain who hasn't seen these muscle-bound animals and shuddered at the thought of the injuries they could inflict on a defenceless child.Owners have an absolute responsibility to control dogs that many believe shouldn't be kept as pets in the first place.
